The Virtual Enterprise Network is an alliance of individuals and companies coming together to share their knowledge and resources to respond to the needs of Cork Point and the community. With a construction manager acting as a trusted advisor to the owner and a design team contractually obligated to share and collaborate, agency construction management offers a significant step toward integrated project delivery. Elle knew that she needed more than a crystal ball if she were going to position Cork Point to become more competitive. How she and her team perform in the process is critical to their projects’ success.

apital planning is connected to facility planning, is connected to architectural design, is connected to construction, is connected to business planning, is connected to health care planning, is connected to facilities management, is connected to operations, is connected to staffing, is connected to medical equipment, is connected to… Collaborative ways of working and integrated practices are common in many of today’s practice settings. Start by defining an asset’s needs and building a virtual box that holds all of the parts required to deliver the required outcomes.

Blank Slate

By integrating community, healthcare, design, construction and all other parts of the hospital’s business, Elle created Cork Point. Changing to a sustainable healthcare model required more than technology, because cultural change is about people-Not about technology. Shifting McCready Hospital from a traditional, rural hospital, with an attached clinic and nursing facility, into a life-cycle, community support network required change at all levels.

Healthcare challenged

In the late 1970s and early 1980s, the infrastructure to support new diagnostic medical equipment drove the design and construction of healthcare facilities. Most hospitals were designed for disease care. New medical equipment, new services, improved information technology and electronic medical records can be used to tell the hospital’s story and to become patient centered.

Healthy Systems

As healthcare follows the path of other industries, the shift from a point-of-care clinical approach toward meaningful dialogue between patients and healthcare providers is taking place. Behind the scenes, multiple databases are queried by rules-based systems designed to connect real-time information. In the early stages of the shift, procedures moved to clinics and homes, tasks shifted from doctors to nurses and physician’s assistants.

Organize for the future

The process is based on making the best possible decision with the information that is available at any time in the process. These early stages gain from existing resources such as geographic information systems (GiS) and other as-built data systems. The results of each of these efforts flows back to the system to support higher levels of decision-making over time.

Reshape Cork Point

A key element of the system is the ability to make easy connections outside of the system for work that needs to be developed in other tools. Models in the BIMstorm often contained much richer and more detailed information than the pretty 3D only models. To organize the CorkPoint BIMstorm, Elle and the community developed a decision-making framework and captured existing data.

By subscribing to government and private geographic information resources, BIMSynergy makes property information, topography, water other natural resources, cultural background, existing facilities, transportation, utility, demographics and virtually any other public information available. Elle’s goal is to promote sustainable and comprehensive strategies for the future of Cork Point and the community. As these planning and data collection processes take place, the second part of the process begins.

April 9 to May 6, 2024 Crisfield, MD

Users work in ways that are familiar. Elle made sure that as many people as possible would understand and work within the system. The goal is to enter data once and use it forever-to minimize error.

May 7 to May 10, 2024 Crisfield, MD

There are teams of emergency response professionals, transportation engineers, cost managers, constructors, social scientists, change management experts, business planners, urban designers and many other professionals participating. An architect can layout a building, go home for dinner and decent nights sleep, and return the next morning to see the energy analysis completed by an engineer in San Diego, the mechanical systems completed by a mechanical engineer in Sweden and the structural system completed by a structural engineer in Tokyo. As participants in one time zone end the working day, those in other time zones are just beginning.

Catalysts

Because of urgency to rebuild, the hospital retained a proven construction management firm. Due to the extensive damage and changed conditions wrought by Hurricane Edgar, the planning team devoted a lot of time and energy to condition analysis. For almost two years, the hospital has been supporting the community in makeshift quarters.

Decisions

The model data is exported for further in specialized systems. When exported data is opened in other systems it automatically generate models with spaces and furniture. Information is added using spreadsheets, hand sketches and many other approaches.

The Elder Care Center will have three distinct parts: Assisted Care, Long-term Care and Hospice Care. Building and managing these facilities will require the efforts of the community, the Cork Point family and many experts throughout the world. The process is inherently sustainable and allows the hospital to find the most cost-effective ways to work with the community.

When you authorize Cork Point staff and systems to use your information you get quality services when and where you need them. The system uses technology and information to empower people. Cork Point values organization and control, using technology to help people and make Crisfield a better place to live.

Knowing ourselves

Organizations manage performance by managing critical constraints, no matter how complex the system. Elle began to examine ways that she could adapt Cork Point to capitalize on the community’s strengths and to overcome the community’s weaknesses. It is a four-step process: The first step is to identify the constraints on your process.

Ball games and bowling leagues

Cork Point teams include all project stakeholders, guided by principles of real collaboration, open information sharing, shared risks and rewards, just-in-time decision-making, and the use of the latest technology. Whatever processes they bring to bear on an asset, they use technology and work processes to hold down costs, manage risk and uncertainty, and eliminate-not just reduce-haggling and lawsuits. Cork Point’s process revolves around national groups of firms that work cooperatively to achieve dramatic improvements in the built environment.

The system does not accept sloppy work or errors for errors sake. Cork Point, the virtual enterprise network and BIMSynergy, are designed around the fact that no one is perfect. If something can be input once and reused many times, that is what they do.

The Cork Point Virtual Enterprise Network is an alliance of individuals and companies coming together to share their knowledge and resources to respond to the needs of Cork Point and the community. The factors that make the group successful closely match those that drive many recent innovations.

Focus

Managing cost constraints to get what is needed, at the proper quality level, is the most significant change that Cork Point could make to help people. As Joe organizes the team to begin the design and construction process, others focus on beginning the process of defining the projects.

Contractors face

Costs are managed by the construction manager. Cork Point’s additional management costs are minimal. Construction management at-risk retains many of the fundamental flaws associated with the traditional design-bid-build approach to the construction process and adds approximately one percent over the agency construction management option.

Study

Ask any successful agency construction manager or hospital that uses agency construction managers to get an earful. During design and construction, the model is used for resolving conflicting information so that money and time are not lost. As projects progress, a recognition and reward system compensates people for collaborative behavior tied to productivity and outcomes.

Manage costs

Accelerated processes and decisions in the design and construction phases. Cork Point’s systems are built around the fact that good, early decisions, implemented correctly, lead to better outcomes and an improved ability to capitalize on opportunities. Too many systems ignore both ends of the built environment…planning, forecasting, development, portfolio management, property management, operations and real estate. Much is lost because of this shortcoming.

The master budget and individual project budgets come from the solutions identified in BIMstorm Cork Point. The approaches used have many things in common whether they are focusing on business processes, healthcare delivery or design and construction. Ultimately, estimating, value engineering, procurement and delivery occurs within the scope of the overall budget and the budget for each effort.

Develop

The architect opens the variations in her desktop building information modeling system, adds the spaces and space data from the Onuma System and creates solutions, one with a concrete structure and one with a steel frame. The days where the mechanical engineer waited on the architect, who waited on the structural engineer, who waited on the civil engineer, who waited on the surveyor, waited on the owner, who waited on the bank, are no more.

Assess in many ways

The rules checker in BIMSynergy looks at a model and determines how well the model complies with Cork Point’s requirements. The air handling unit changes color depending upon whether too much, too little or just enough air at the proper temperature is flowing. Assessments combine automated systems with human interaction to visualize areas requiring further analysis.

Deliver the product

Before Elle finalizes any work product or authorizes construction, negotiated and proposed costs are reconciled against the work scopes and estimates prepared by the construction manager. Since the master model represents the entire project, each constructor assumes responsibility for installation in conformance with the model. Cork Point’s approach is collaborative. Everyone works toward pricing that will provide the quality required without over or under paying for the work.

Seamless

People started to see the disconnect between the file based information models and the life cycle benefits that should happen. Working together, asking for help when needed, admitting, accepting and correcting mistakes and proactively working in Cork Point’s long-term best interest are the traits that make people successful.

Connected future

In the past, facilities and facility staff were seen as overhead that did not contribute to the bottom-line or to the organization’s mission. Cork Point teams begin to develop operations and maintenance information during the first concepts. As leaders began to realize that facilities are capital assets that contribute to the organizations bottom-line and mission, things changed dramatically.

Simple information

The results come from clearly understanding the complex data that is available and creating tools that allow people to take advantage of the data. Internet-based tools such as Expedia give people the information that they need to make decisions, while keeping the complexity at arms length. Finding, analyzing and using data for new and unplanned purposes, are the keys to better managing the built environment.
